Count the shelf
A count records the difference against the ledger rather than overwriting it. The variance is the only signal a venue has that something is walking out of the store room.
How stock moves
Nothing writes a quantity directly. Every change is a row in the movement ledger and the count is recomputed from the sum, so a lost update cannot drift a figure and a disputed number can always be walked back to the movements that produced it.
